Kerala Police has registered a case against Kerala Pradesh Congress Committee (KPCC) president K Sudhakaran for his 'dog that broke a chain' remark about Chief Minister Pinarayi Vijayan.
A hate speech case has been registered under section 153 of the IPC. The case was registered by the Palarivattom police in Ernakulam on a complaint by a local Left leader.
During a by-election campaign rally, Sudhakaran accused Pinarayi Vijayan of 'forgetting' his position as the chief minister.
He said, “Chief Minister Pinarayi Vijayan is moving around like a dog that has broken its chain. Is there anyone to control him? Is there anyone to convince him? He is moving around everywhere.’’

After this comment became controversial, KPCC president came out with an explanation that he didn’t make any bad remarks against CM Vijayan and he was ready to withdraw what he said if it seemed bad.
“I was only criticising the CM for misusing government institutions. The chief minister is working for his party in the Thrikkakkara by-election at the expense of the government,” Sudhakaran said.
“My reference was a colloquial one from the Malabar region of Kerala. None of the words in the reference were used in a derogatory manner. If you want to arrest me for this you can,” he added.

But the Communist Party of India (Marxist) said making conflict and reaping the benefits is the last option for the Congress party. The CPM state secretariat said in a statement that the Thrikkakara election result would be a declaration that Kerala does not endorse such a political culture.
Speaking to the media about the case, Kochi City Police Commissioner CH Nagaraju said the arrest of KPCC president K Sudhakaran in the hate speech case will not happen soon.
Police are collecting and examining the video of the speech. The probe into the case is ongoing.
